[Petition/Vote Call] Convert 'Magic Penetration' to 'Potency'.

I feel like this would be a simple change to match the themed verbiage of 'lethality' even though lethality could technically apply to anything. Potency more or less relates directly to capacity of an ability. Blades can be lethal. Magical spells can be lethal. But only magical spells can be potent and this relates to a majority of AP values within the game itself.

Anyway,

Change 'Magic Penetration' to 'Potency' for the sake of congruence and consistency. Considering pre-season is the time to make all these changes so we have time to get used to stuff, might as well change this one aspect of magic verbiage.
