It means blitzcranks hook is the best hook in the game. They should havd writtdn it as "THE Hook" to emphasize it
Riot wants Blitzcrank to be the quintessential hook support.
The want to make Blitz hook the best in the game to compete with the other hook supports whos kits are just better (Thresh still has Flay and Lantern, Naut still has auto roots and a point and click knockup and Pyke still has insane mobility and a large aoe execute.) Blitz is literally just his hook and it is reflected by Blitzcrank being propbably the worse hooking support in the game pre nerf, not bad just not as good as his competition.
Basically Riot said: "We keep recycling abilities from older champions, so we're gonna buff the signature users of that ability so they still seem relevant."
