One problem with Turret Plating
I like turret plating. I like the idea behind it, I like the rewards and incentives behind them, and I like the options it allows me to react to my laner.
Unless we're talking about Top Lane.
Unfortunately I can't speak to the depth of the problems Turret Plating causes for Top Lane, but if you look at most any complaint thread about Turret Plating as a Mid Laner or a Support, they sound really...weird. That or really obvious, yes it gives the enemy gold if you roam poorly, that's the point. All of the rewards and incentives and options they allow are a good counter to hyper aggressive rotations. The reason why Turret Platings should be so valuable is to counteract 3-4 man Ganks, there needs to be legitimate strategic options besides 3-4 man ganks or we end up with really stupid base race metas that popped up often from Seasons 4-6. This makes complete sense when you compare this with Mid Laners especially, playing up differences in Waveclear, Kill Potential, and Roaming Potential. It makes strong sense when you contextualize it with higher ELO Supports who love to roam, as well as high wave clear ADCs like Sivir.
But as for Top Lane?
Top Lane is far less roam orientated than Mid Lane or Support. Top Lane has far less options than the other lanes when they begin to fall behind. Ceding ground for safer CS under Turret is a means of feeding your lane opponent Turret gold for less CS than your lane opponent anyway, especially when Top Laners tend to have far worse Wave Clear than Mid Laners. The incentive system is misused in the context of Top Lane and most Top Laners don't have good options around Turret Plate interactions otherwise.
Unfortunately there is one gigantic issue with this way of thinking; there really needs to be an incentive for Top Laners to stay in lane or else we see a Teleport meta, aka, a large element to the 5 man Bot Clown Fiestas that Turret Platings are, in part, trying to solve in the first place. The problem isn't as simple as "Turret Plating Bad" or "Top Lane sucks because xyz", it's that Top Lane as a lane reacts so fundamentally different than the other lanes to things like Turret Plates. If we or Riot are going to address Turret Plating in the future, we should try to remember that whatever change is intended for Turret Plates is going to radically affect Top completely differently from the other lanes unless we actively keep Top Lane in mind.
