Correct me if I'm wrong but.....

As the title suggests with a new adc and support coming out, I had heard but not looked into(because I'm lazy af) the support getting some of his abilities buffed if his partner is being played correct or no? I ask because isn't this essentially going to make him impossible to balance, either he is viable always and busted when his partner is played or he is only viable when the partner is played, like I said I haven't looked into his abilities because I'm lazy.....
