Split Brutalizer Into Two Items

Both build out of Longsword. One grants 15 AD and 10% CDR and the other gives 10 AD and 10 armor pen.

One of the most enduring issues with AD cooldown itemization is that things get really awkward if you want to make and AD/CDR item that doesn't grant armor pen. It's been stifling further itemization work for years now and results in awkward CDRless buildups. If these two items built into a slightly tweaked Brutalizer there really wouldn't be any downside to this unless you're one of those people who think more itemization options is bad.
