Was there ever a time where game's weren't decided based upon who's botlane has braincells?

I'm genuinely curious ... was there ever a time in the history of League where the bot lane wasn't the deciding factor in 90% of games? Or has it always been better adc wins?

Botlane was far more a factor when I started back in Season 3 or so than it is now. I remember when botlanes would rush to lane to be the first to hide in the bush, then try to jump eachother so they could be the first to start snowballing.
