Revert Death's Dance

The 30% damage over time on top of the "life steal" it gives is wayyy too much sustain for just a single item. If it's reverted back to 15% or even nerf it down to 20% I think it would be in a more balanced spot. (still would be strong with probably, as it was before the buff).
