What does Lethal Tempo do exactly?

Okay so I tried to pick this in ARURF but it's banned there so it got me thinking who the f#@$ actually uses this keystone? I can get Kog'maw but like I barely see him anymore and I've seen more Fleet Footwork Kogs. I see it in proplay but those players tend to lose. So why the hell does this exist cause like the most enticing thing about it is you can break the AS barrier but at that point I don't think you're champ would need that because 2.5 is already over kill and then if you want attack speed we have Hail of Blades now. But then if you want more sustained damage you just go either PTA or Conqueror. What is the point of this keystone is what I'm getting at?! Who uses this thing as their main keystone above all other options and is actually a relevant champion right now?! Seriously! Who?! WHO IS USING THIS KEYSTONE?! [sg-ahri-1]

Varus, jinx, ashe are three champs i can immediately think of using it. Nocturne, you, kayle, just all either can or do use it

Wish we could find out % usage on Keystones. Kog, Kayle, Kalista, Ashe, Old Aatrox (was great fun on him but Riot be like 'No Fun, time for rework' :P) all use Tempo.

It has it's users like most Runes do, just some runes are just better as general runes, used my many instead of specialist few.

A late game Kayle hitting 3.2 attack speed is glorious to watch.

Trundle likes it against tanky matchups

I like to use it on Caitlyn and Jhin too. On Cait, it helps when running Stormrazor/IE by giving you just a little AS to run with early. On Jhin, it's an AD boost that can get you to deal about 550 damage at lv 1 with your fourth shot...then pairs with SR/IE to do stupid amounts of damage for no reason. Since you're triggering your passive MS on Stormrazor anyway, you don't really need footwork for him anymore.
