@Riot Hexdrinker vs Seeker's

Riot, I am sure a lot of other people are still asking this, and wondering, but can you actually address the one-sidedness of the lane once an AD mid laner buys hexdrinker vs an AP mid laner? Even if they both buy their respective defense items at the same time, hexdrinker basically makes the AP carry irrelevant in lane giving free outplay potential to the AD mid. Seekers has to stack, and gives rather little compared to Hexdrinker, and they gets Maw's shield on the FIRST BUILD ITEM. Plus it isn't nearly as punishing to build first like seeker's/ Zhonya's. And it isn't JUST because we lose out on CDR, it is because we lose quite a bit of damage and mana regen. So, I am just curious, can you do something actually significant to it and make it less one-sided?
