@RiotRepertoir are there any plans to make Phase Rush non-scaling in the future?

Hello, Im asking this as a Talon main (who doesn't really play talon anymore). Honestly phase rush feels really underwhelming compared to Stormraiders unles you are playing one of the few champions who can abuse it. I realize that it can now in theory be proced more reliably on some annoying champions like Darius and Singed but If the proc condidtion is what makes it more prone to being abused, then can't we have it proc similarly to old stormraiders please while removing the scaling?

Phase Rush: Hit an enemy with 3 attacks or separate abilities to get 15% ~ 40% movement speed and 75% slow resistance (melee-only) for 3 seconds.

15 second cooldown

Stormraider's Surge: Deal 30% of a champion's maximum health within 2.5 seconds to get 40% bonus movement speed and 75% Slow Resist for 3 seconds.

In the past season, Stormraiders was Talon's go to rune for various reasons. Even though he is supposed to be a lane bully, Talon's effective range is far too small to be a threat in lane against anyone who knows how your passive works. Since Talon has an extremely strong passive it would make sense that his other abilities do not cause too much damage but the fact that in order to actually proc this passive you need to apply 3 stacks then AA the target, Talon is basically doomed to lose all trades in lane unless the opponent misplays. Let me explain: Most mid laners are ranged and the few who are melee posses some sort of in-lane mobility such as a blink to help dodge skill shots this means that literally anyone can walk outside of the second part of your W so the slow is never a factor, and since W is a two part spell the damage you will be dealing with just one part hit will be laughable and far from mana efficient. As a result, Talon can be easily bullied out of his own lane by the constant poke of ranged champions and even some melee match ups like Zed who can WEQ you for an electrocute proc and 40-50% of your HP and there is hardly anything you can do to him in return since he is outside of your range. Sure, the obvious counter to this is "lol dodge" but that is easier said than done when Talon has 0 in-lane mobility and one of the slowest movement speeds out of all the assassins (335) not to mention that there is a limit to how many rotations you can dodge, if even one hits, you are now a free all in target. In the past Talon players had a way to play against this : Taking storm raiders. With Storm raiders,Talon could wait for someone to try to harass him and Q aa W the opponent (for a guaranteed W range) and when the second part of your W comes back it would proc stormraiders allowing you to either disengage a lost trade or reengage on someone trying to run away from you (basically making you an AD Ekko). But that is no longer an option, since phase rush is really bad early on (which is supposed to be where Talon shines) and going sorcery primary causes you to lose too much dmg compared to your laner.

The range issue is one of the main reasons people have been playing Talon Top since it is easier to use your abilities effectively against melee match-ups, but with the Tank meta being a thing and with most match-ups top being tanks you will have very little hope of killing your laner the moment he rushes one defensive item, and will eventually lose all trading potential due to Talon being very mana hungry early on and having no actual sustain in lane (outside of Q healing 20 hp or so if you get a kill with it, but that just ends up burning your mana even faster). This is the reason why a lot of Talon players used to rush mobi boots top after dirk to help with their roams. But with stormraiders gone, even this strategy no longer works since the moment you Q, you would enter combat and hence put your mobi boots on CD and given how slow Talon naturally is and his lack of any form of gap closer outside of his Q (which you already used to engage) practically anyone with moblity or cc can disengage before you can proc the passive on them or worse leave you with no way to escape in case help comes for them... Not to mention that constant roams against a top laner can cost you the precious first turret and by picking Talon top, you are naturally taking away one possible tank spot from your team...

The way the new runes work has made Talon into a glorified jungler who just shoves wave and then ganks bot due to his lack of trading power. Electorcute meta also forces you you into a playstyle that is all about going all in and one shotting someone with no reliable way to get out yet at the same time Talon suffers from a flagrant lack of dmg against anything with even one defensive item (whether it be Ninja tabi or seeker both of which can negate 5000+ Gold worth of lethality)....
