Is there a reason why? Ezreal Essence Flux and Soraka Equinox are some of the few abilities that don't affect minions. Ezreal doesn't farm the best aside from his ult. For Soraka, I know there's really no reason for her E to hit minions, but there's really no reason for it to not hit minions either. You'll be leveling it last so it will do poor damage, meaning it can't really accidentally kill any minions. What is the reason for this?

As for soraka well lets just say riot ll take everything in their power to move soraka away from solo lanes
