HP per level seals need an IP price reduction

they are ... they are just as accessible as every other rune

I wouldn't mind it. there's so much lethality in builds that people are practically dealing true damage anyways. :P

I'll stick to armor runes myself, but I wouldn't mind my bananas chunking people harder.

I think you could say the same about all runes.
