Does riot do a good job at banning people who troll?

Something tells me this man is going on a trolling streak.

I just lost promos to 2 games where each had a troll. I want to punch the hell out of something. I honestly don't know the whole reporting and banning process or shit, but mannn it needs to be longer or get their IP or something because ranked is crap with trolls and afks and inters.
