Just a simple thought. I was thinking that since 
is supposed to be this big scary beast that's supposed to strike fear in to his enemies, what if his silence becomes a fear if he has enough stacks of his ult? After all, the bigger he is, the more frightening.
It should also set them on fire while simutaneously drowning them in their own tears.
I think it should be a toggle unlockable at, maybe 3 stacks that allows you to switch from a silence to a fear, while sacrificing damage. As you gain more stack (4, 5, 6), it's damage or the duration of the fear should increase, while still keeping the damage lower than if you were in silence mode.
