So What's the logic behind Galio having scaling MR but not Singed

Okay, Galio also has a giant MR steroid, on top of having ranged skills. Singed is 100% melee and doesn't have scaling Magic Resist.

Galio didn't have scaling MR for quite a long time. He was given scaling MR with the recent nerfs to Athene's Unholy Grail to compensate for the nerf to his core item when he was already in a bad spot in the meta.
Singed gets free MR from his ultimate, along with many other stats, which helps make up for the missing scaling MR early and completely overshadows it in later levels.
Because different champions have different kits. I don't even know why you're asking this.
