Are Void Staff and Last Whisper ever going to be addressed?

Xypherous and Morello both have stated multiple times that both of these items are grossly overpowered not because of numbers but because of what they do to the power curve of champions in the game.

The fact that Void Staff and Last Whisper exist means that resists need to be overpowered to combat the items. Because of this, the two following things happen:

Before Last Whisper/Void Staff are bought, tanks are almost completely unbearable mid game due to inflated resist values. However, the minute carries buy Last Whisper and Void Staff all of a sudden armor and magic resist lose 40% of their gold value, which makes resist items incredibly hard to balance for all stages of the game. Ideally you'd want resist items to have values somewhere between their current value before LW/VS and after LW/VS, or something like all items lose 20% of resists but LW/VS get deleted.

This makes it so tanks aren't so impossibly hard to kill mid game but at the same time don't drop off instantly late game after Void Staff/Last Whisper are bought. Just an idea.

Does Riot have any plans on these two items?

Well if you buy, say, a Frozen Heart you're effectively making that Infinity Edge lose a fair amout of its "gold value"

Just so you know, the proposed change to Last Whisper and Void Staff was to make them only affect bonus armor and MR, but increase the %penetration to compensate.

i.e.: 35% Penetration -> 40% Penetration against Bonus Armor/MR.

That's equivalent to 25-30 Armor and 10.5-18 MR at level 18.

Penetration is meant to be strong against tanks, the issue is that Pen stacking works too well against squishies. I'll assume the reason why LW and Void Staff didn't get changed is because it wasn't really abused this season (unlike S3's League of Cleavers).** In no way was the proposed change intended to help tanks, it was meant to help squishy mages and ADCs from getting destroyed by pen stacking assassins.**

I don't know, I think it's a nice way of preventing non-damage oriented champions from dealing too much damage to anyone that builds resistances.

When it's more polarized who is designed to deal/take damage and who isn't, it keeps things in a certain style of balance.
