Hey, can Sivir get a nerf yet?

According to OP.GG, Sivir has a 54.23% winrate. This in itself is an insane problem, which is made incredibly worse by her 22.75% pick rate. Vayne had a 52% winrate before she was nerfed, and a similar pick rate, so I see no reason why Sivir has no planned nerfs to her.

She has absolutely NO negative matchup, with her worst matchup being against Twitch. There are several problems with that. First, Twitch has a reputation for being a "smurf" champion, and with proper support, makes up a sizable portion of the Twitch player community. Second, that winrate against Twitch is STILL slightly skewed FAVORING SIVIR. 50.07% win chance against her worst matchup means there is effectively no counter to her.

Her next worst matchup is Jinx, and while Jinx also is an incredibly overbearing champion at the moment, Sivir is still able to overpower someone who received 3 big buffs, then was the beneficiary of the marksmen item revert.

She fits the criteria for a nerf that Riot themselves sent out as well, so I'd like to know WHEN Sivir is getting nerfed. Her current ban rate is more than 2x the average ban rate, at an 11.75% banrate, singling her out as the single most powerful ADC at the moment, evidenced through the massive spike that warranted banning Sivir over other picks. Her winrate is borderline breaking the 54.5% gap, and since OP.GG uses high elo games, definitely breaks the 54% winrate gap.
