Everyone's complaining about too much mobility so take some of that mobility away from champions that have multiple dashes. Let the Dash-less champions take Flash if they need it.
Every champion takes Flash and one other summoner so maybe we could get a bit more variety in our Summoner spells.
Your idea is ridiculous but we need mobility nerf, my idea is to straight forward remove wall jumping from dashes, cause on the side it just look stupid for ex. Graves to slide through mountians.
Champions with heals/shields shouldn’t be allowed to take barrier.
Champions with Global ults shouldn't take Teleport.

By that logic, Sona shouldn't be allowed to take Barrier, Exhaust, Ghost, Heal, or Ignite and would basically have to go Flash/TP every game.
Nah flash just needs to be a longer cooldown than any other spell its too versitile and useful. On the other hand riot needs to stop gutting ghost every time Cass becomes relevant and Start nerfing the champion.
Trying to hit mobility is nice and all but this would make melee champs even more useless.
