@Meddler Can you buff VLAD, the statistically weakest top laner in game?

Vladimir is curently the weakest of the weakest as top laner, and 4th weakest mid laner in game. You reworked him, and then nerfed him over and over until you destroyed him once again stat wise. His CDs are so long early, ane his stats soo poor that he has no chance to win a lane vs anyone with brain in their head. Then you toped it off with rylais nerf. It was quite true on vlad before, that without our flash/ghost up, you couldnt 1v1 kill anyone, because they could just walk away from you, even with rylai if they had any type of slow of any type of movement skill... ad now, you toped it off with nerfing core vlad item to the ground, making its passive absolutely useless, its not just weaker in slow, but also ends faster... which means you cant kill 1v1 anyone who didnt walk into melee range. And as a bonus, you recently reacted to someone on boards about azir and taliyah gettig buffed because of vlad, even tho they are in much better stat than vlad.

You (as RIOT, not just you) always states, that you aim to balance champions about all ranked divisions, but when some champion is strong in very, very specific cases of LCS play, you just kill him completely and leave him in uplayable state for the rest of the world, just because he is strong is very long, very coordinated LCS teamfights. I call this BS, you dont balance champions for all divisions, you balance them around LCS if you just dont like what they are capable there.. So you destroy them for 99.9% of player base, because of LCS. How is this balance?
