As for Rammus. Look at his Ratios. AP. Not AD. If you need to shred armor for your ADC, your ADC is shit.

EffectFX3 votesWW was nerfed, Rammus was nerfed. Just not very hard. You can say they were tweaked. But it's still a nerf. A nerf isn't just a change that drastically reduces a champions effectiveness. It can also be little changes that "tweak" them slightly downwards.

smashington91 votesAs a rammus main if have a lot longer time/ more planning to gank now that his mobility is cut. Rammus does need a buff for her mid/late game jungle clear speed. I find myself every game if i do not have a 
i wind up losing over 20-40% of my hp on jungle camps. Every other jungler gets faster clear times as they go on but 
does not. On top of that i can never kill the crab.
