Do you max CDR on mages?

My mind set is that since my main source of damage are my spells I need to have max CDR so I can spam them as much as possible.

My staple is nearly always morello, abysall and zhonya. If my champ has sheilds like Morgana, Lux, Ori or Karma I tend to get Athene instead of one of those.

If my champ doesn't use mana like Kennen or Katarina then I replace morello for CDR boots and the hextech items that gives CDR.

Wanted to get some thoughts on this since I've been wondering lately if this is the right approach.

You know, I used to not do it, but now I just do it on everyone. There are no downsides to max CDR, and it's usually not that much of a hassle. Especially early. Of course, some do use it better than others.

The only champs I really max CDR on are Jayce, Vi, Taliyah, and I think Leona and Naut (haven't played Leo recently or Naut in a recent long enough game to remember exactly). Most of my mages are artillery, so a lot of them already have spammy moves at low cooldowns that I don't need a whole bunch

I like to imagine builds as a spectrum; some items are poor tradeoffs, many are good enough, a handful are great, and 1-2 are absolutely fantastic. As long as the items you choose are great or better for the champ, it's usually just preference. I personally enjoy magic pen and ap ^^;
