Vayne E SHOULD NOT apply her W PASSIVE, do 0 damage, and cost MORE mana

That's how you balance vayne.

currently she can free harrass you not even doing 3 auto attacks, she can just do 2 auto+E for 3 stacks of passive, she has no mana management whatsoever, infact 1 of her spell is a passive that cost no mana, and the E cost not that much and it's situational.

Vayne should be ONLY based off her positioning and autoattack, so why is this thing even allowed. E shouldnt even do damage, should just knockback and stun into wall and thats it, and cost mroe mana so that you can use it whenever you feel like it

While I agree her E doesn't need to proc silver bolts -

I really don't think your purposed change would make a huge difference. 99% of the time condemn is used for it's intended purpose (to knockback as an escape, or to stun into a wall for a kill). It has a long ass cooldown and also already costs a lot of mana.

so it isn't really used to proc the third silver bolts unless it's on a target who is about to use an escape when they have a sliver of health and there are no other threats to Vayne around that should would need to defensively use it (which is an uncommon situation)

I must have not been clear somewhere,

I am aware it happens, and it is intended.

I was saying I agree that perhaps it shouldn't be this way -- but regardless of if it was to get changed to not proc silver bolts I dont think it would make a big difference

I've seen this happen way more than it should. Someone is about to get out of AA range, so a vayne E's to win a trade.

Yes it can happen - but it's not smart and no decent vayne player will do this except under very rare circumstances.

Once again it has a high cooldown (20 seconds) and a high mana cost (90). So she could only do this about 3 times total then would be oom. In addition, she would be without her best lane defensive ability for 20 seconds (and her best ability to help with friendly ganks).

So it really just doesn't make sense, she's giving up a LOT just to proc a third silver bolt and win a trade that will most likely be lifestealed/healed back up.
