It was just a fun little experiment, I took Windspeaker's on and gp10 runes to top lane. Build was . After I asked someone, apparently the heal/shield boost items affect self shields as well, because I noted that I was not any less tanky in lane despite going 0/18/12 instead of 12/0/18. A lot of wasted stats in terms of mana but apart from Sunfire, the rest of them were really cheap.

The best part however, was watching allies live and kill stuff while at 10% hp because locket+ult pretty much gave them a full hp bar in terms of shield. End stats weren't bad either, about 3k hp, 300 armor and 150 MR, the only down side is the lack of kills. Redemption heals after that was just icing on the cake.

Reckon it's legit?

My friend icanhasDAMEONS used to play this a lot not the same items obviously but he used to play support Shen

Replace Redemption and Iceborn for better items and the build looks solid. Mid-late game Shen with this kind of build makes sense because it's not like he's going to be dishing out a lot of damage anyways and can keep the carries healthy and a little tanky.
