Why is Hiemerdinger a Champion?
Hooperdoge is the most brain dead, frustrating champion to play against. He takes no skill, because he doesn't do anything. All of his turrets sit there and do his work for him. If he feels threatened, which someone so small and annoying quite rightfully should, he drops an extremely large slow/stun (basically an Ashe ult) and derps away. This is not an issue of balance, because some Herpes Dads hurt enough to make people physically cry out in pain and others just get stomped on. This is a flawed concept (sorry Ez). A champion should not be able to just sit still and not click on anything and still get farm, and damage other champions. Azir is fine, because he actually controls his soldiers. Illaoi's E is fine because at some point, she has to actually land a skill shot. Even though Shaco's traps are basically turrets, they're fine because they are utilized for the cc and deal very little damage.
Riot recently talked about things they aim for when designing a champion. The annoyance of "mini-games" is something they try to keep in check, as well as frustration in playing against said champion. The Great Big Dong is indeed the game master here, making you dance like a
