Cooldown pings

I have a few questions about CD pings, if you know the answers, would you mind helping?

1. What are the default bindings for CD pings?
2. Would you know how to rebind it to something else?
3. Any chance of chance of creating a custom bind? (for example, when my R is on CD, double clicking it would ping the CD)
