You should note that the one AP build they show there has the highest win rate. I occasionally sneak a Frozen Mallet into my builds if needed, but aside from that there is no reason to build AD on him. Anything more than that and you would be better off playing a mobile ADC top lane to at least get some scaling out of the AD.

It's somewhat viable because in my build i go fervor have 900 extra health,200ad,200ap,and max Attack speed. Plus slowing every auto and your magic resist being reduced with wits end it scales alright. Though its not how riot wants him to be built. Its viable but you cant be a normal teemo. You have to know when to not blind/when to blind/kite/freeze lane/minion advantages/enemy champion power spikes/etc. it works really well but you can see why sometimes it wont work for like lets say a bronze person. Also if you go Liandry's>Nashors>Ludens+deathfire your shrooms do crazy damage. It just depends on the teemo really but its all viable

People stopped going AP Teemo because all the enemy team has to do is get oracles and you don't have an R button anymore. However, if Teemo goes AD, he can utilize things in the AD build path such as frozen mallet. Mallet gives kiting / sticking power and survivability with the health. He is also less reliant on his ultimate's shrooms.

Shiv and runaans help split pushing and taking down towers easily as well. AP Teemo is fun, but oracles negates it way too hard, all the time it takes to place multiple shrooms, then boom oracles. Bounce shrooms around or throw them down, oracles takes care of that real quick.
