Give his R energy cost. If he wants to burst you he'd have to make use of his passive more and not just push every button after hitting q. He'd instead have to AA more between his combo which will give you more time to react to him.

Or lower his movement speed so even if he misses Q he can't just ward hop and then walk faster than you for an easier Q.

Wouldn't change much. Most people W to a ward then R you. Even if they can't Q they still did their job with little resources spent. Chances are you're still dead.
