I have a question why the heck 
can just orange out of 
ult?
Is it suppose to be this way?

It's a suppress, a form of CC.
GP Orange removes CC effects on him.
So you tell me.
It's a surpression, like Malz R, which you can QSS. So you can GP W it.
You can bait out the Gangplank W. Make him panic and waste it, then kill him with ult in the next 20 seconds or so while it's down.
