This happens very often and its quite annoying I need that 1 LP, perhaps have this for just the low tiers like how the free win works?

it intentionally does this. It happens when your mmr is too low so the automatic system thinks your not ready and makes you win another game, easy way to tell what your mmr is, is based on what you gain and lose, 20/20 is normal mmr

There is no indication that it intentionally steals LP from you to keep you out of promos. Coming up 1-2 short can happen regardless of how large or small your LP gains are, it's just statistically more likely to happen if you have smaller gains.
