@Riot, Can We Use Hexflash Even If We Don't Take Flash

I know it might be kinda taboo for someone to regularly not take flash, but as one of those people, it's rather upsetting that I can't use is rune unless I take flash, considering I generally love the inspiration tree.

I'd just love it if y'all could make it so that we flashless peasants could have the opportunity to use this rune, thanks!

So, to clarify - you want say, Ghost and Ignite, AND a mini Flash?

C'mon. If you like Inspiration, take any of the other 7-8 choices in the tree.
