I heard the idea on the wiki being tossed around and I'm wondering how it would affect things, as both are lack luster (Except for shyvana, but fuck her, red smite is getting nerfed thanks to her.) It would add an incentive to counterjungle, being both about stealing their camps and eliminating them.

Shyvana isn't the only top laner that can trade flash for smite. (though Hercarim never needed flash anyway) The problem is that it's ridiculously better for a top laner than for a Jungler. (And that's by virtue that it's a dueling item.)
The other problem is the combination of items.
Cinderhulk, little OP Challenging smite, little OP the two of them together. Redonculous.
Cause Challenging smite didn't really change at all when Cinderhulk was introduced, and Junglers were only starting to pick it up as Chilling smite got nerfed.
