Fill Queue?

I fill a lot in ranked queues, partly because of the shorter queue times but also because it adds some variety to the game for me. As the fill, I also happily trade with people who have been autofilled, and that seems to work out for team morale.

Here's my question, and it may be a stupid one - would it be beneficial to have a Fill Queue that's separate from the specialized "pick your lane unless you're autofilled" group? It'd be nice to get in to a lobby knowing everyone I'm teamed with would be comfortable switching for actual strategic purposes (counters, pick order, etc.)
