Remember what it was meant to do? it was meant to be for tanks to use in lane like how 
was for damage heavy champs and 
for mages
but then it got buffed and everyone took it with them, So Riot decided to nerf it to the ground, so now if you're a tank you have 2 options, Dorans blade or corrupting potion
The thing is the Dorans shield WAS good and it gave tanks just what they needed to survive the early game without being completely shut down by a ranged opponent it's just those it was meant to be used against also used it.
So in light of the preseason approaching, where the extreme changes happen I'd like to suggest that we use this time to look at this items fall from grace and bring it up to par with the other two items
So the first issue is the fact that if its made strong everyone will get it, supports, range, maybe a few mages, everyone, well I will suggest something the Occam's razor solution as you will
Just make it's effects melee only
This is an item for TANKS yes? how many ranged tanks are there (Ranged as in AA ranged)? there's 
who is more of a brusier then a tank so could go shield or blade or due to his mana costs, corrupting potion, 
who doesn't really need it due to his sustain and 
who is a support first and foremost so will buy the support items over a dorans shield
So 3 champions wouldn't be able to use it and even then its unlikely they would, I think that is a worthwhile sacrifice to make an item effective not only in general but for the role it was meant to be bought by, I mean nobody is complaining the Tiamat line is melee only or the Rurrans is range only are they?
As for it's stat again another Occam's razor, just revert it back to it's 3.8 state ( _Cost reduced to 440 Gold from 475 Gold. Health regen per 5 seconds increased to 10 from 8. Armor removed. Passive changed to block 8 damage from champion basic attacks from 6. _)
hell with Armour pen now more rampant and the preferred choice maybe it should get Armour again to nullify the early Armour pen
The Dorans shield was a tanks best friend once upon a time but now it's just used to put drinks on top of and even then its only just worth of that "honor"
