Is a meh champion, one you pick when know what you're supposed to do and know the effort put in might not be the same in reward. Graves q exploding on champion impact would greatly increase his initiating, there for increasing his jungle ganks and possibly his adc laning a bit. It's not a big buff just now people with movement speed buffs cant easily dodge your q if you can't hit a wall.
