Why can't we see the enemy summoner spell cooldowns with tab?

Roughly 2 years ago, Riot made a post about clarity when they were adding the first jungle timers to SR. They stated:

So back to the question at hand; Why can't we see enemy summoner spell cooldowns when hitting tab like we can see ally summoner spell cooldowns the same way? If they decided to change the jungle because of bookkeeping, why can't they do the same here? Pro players will chat (with timers) when the enemies flash so they can keep track of the cooldown themselves. But, as Riot said, this is a form a bookkeeping and therefore should be fixed since players should not be required to memorize the timers as its not part of the experience. There is already a way to see if the enemy has Insight or if they have item 3158 which both reduce the cooldown of summoner spells. This is extra bookkeeping that, again, is not part of the experience and should be changed.

Now obviously you would need a vision aspect of them using the summoner for it to record the cooldown (This would prevent you from knowing the enemy ___ used flash in fountain and therefore does not have flash).

i say remove camp timers period.

the camp time period NEED to go away. but i do agree that if you get vision of the usage of the summoner u should be able to see the timer i mean keeping a clock in my head shouldn't be a damn skill requirement.
