we need a champion that has that ability that lasts for 15 seconds and the cdr is 45 and is not an ultimate

No we do not need any more counters or the whole game will turn into top lane and top lane is the only counter pick lane. Also the one counter to any champion listen above is rammus for obvious reasons

I mean, i know a champ that counters yi, yas and jax and kinda darius and garen too

Get Darius off that list man. Dar has tons of strong counters, including, but not limited to: Jax, fiora, (skilled) Yas players (because skilled Yas players counter their own counters and it's stupid), late game Mundo, Yorick, etc.
