Why do we have azir

It seems like azir as a champion was introduced and then 2 patches later was . So why do we even have this champion if Riot is just not going to make him good enough to play. Why did they release a champion that they had no idea how to control and then almost disable him. The champ seems like he is just revenue. Especially after Riot almost pulled an EA saying that this champ was going to change everything and turned out to change absolutely nothing.
