Magic penetration?

i'm slightly confused on mpen rn, so far i know the cap for the percentage is 40% in a custom game i could only bring morgana bots mr down to -20 i assume theres caps on purpose to not be op anyone mind helpin me out? http://matchhistory.na.leagueoflegends.com/en/#match-details/NA1/2316315139/232999251?tab=overview (i know theres a cap n all, but im curious at to what it is.

Penetration can't reduce Armor/MR below 0.

Only reduction can do so, but it applies before penetration does.

so if penetration brings it down to 0, and then abyssal can bring it negative?

Reduction applies before penetration.

Unless the reduction alone is enough to reduce the opponent below 0, they won't go below 0.
