Suggestion to "fix" Dynamic Q and reduce toxicity

Add a "ranking" based on individual performance (NOT the MMR based on W/L current ranking). This new ranking does NOT affect your Tier or slotting, it merely shows off how awesome a player you are. If you're the best Bronze V to ever walk the earth, then show off your e-Peen for all the world to see. This will allow every bronzie that thinks they're getting "elo hell"ed to "prove" it with their real ranking, but they won't disrupt all the truly awesome players up in Diamond and above because they won't get out of Bronze until they learn teamwork and can channel their "leet skillz" into wins.

It just seems like a LOT of the anger with Dyna Queue (and like 99% of the toxicity in the game) is because "other people keep screwing up my games", and its just not gonna help toxicity to keep forcing people to play with premades on TOP of all the smurfs that were ALREADY in the game, unless you give them some way to believe (whether true or not) that they have some control over their INDIVIDUAL results.
