Is cull worth it on adcs?

Every time I see an adc get cull, i know that adc is fairly useless in a fight early on and i try to abuse it. I see adcs taking it in silver and since they can't cs sometimes they don't even finish stacking it before the game ends. When you're ahead it seems like it'll slow down your snowball in bot lane and when you're behind it seems like admitting you will be zoned from cs for a long time. When is cull any good in bot lane?

One thing to add I see cull much more often in lower elos than higher.
