How to cut down champ select timer even more

Instead of it being 20 seconds (or whatever it currently is) to select your champ you want to play, why just let people select their two champions before they queue up? That is IF they want to select them in the first place. That saves us even more time. Nobody is going to strategize team comps with 20-30 seconds available, and more often than not players don't communicate that much in champ select to begin with. It shouldn't be such a hassle to get in a game. I know they cut down the timers recently but there's still more that can be done.
