howcome QSS upgrade only favors AD champs?

QSS can be as useful for AP champs as it can be for AD ones, so howcome it only has one upgrade that benefits AD? Should there not be an AP upgrade..?

Because that way they can't force APs to all try and farm the expensive Zhonya, which not all APs need as a core nor first item, by lvl 6.

Or be killed by Riot's precious Zed over and over again.

Mages don't often need to rush MR, so it's not like they really need that nor a cleansing item.

I mean, how come a item 3089 favors ap? AD champs don't get an item that increases 30% of their power the more AD they build. You could say this about so many items.

why is there no item 3157 or item 3089 for AD champs??? :( Riot clearly favours their AP carries over anything else....
