Titanic Hydra Question

Since it wouldn't let me pose the question on the PBE board I may as well ask it here.

Isn't the titanic hydra a bit of an awkward investment for tanks, itself costs 1900 and provides no defensive stats, the only defensive stats this item does apply is the , but there's still a 1000 gold difference between that and the completed hydra. Wouldn't having the ruby crystal in the formula build into , then the complete item help tanks acquire this item while still fitting it thematically (aoe waveclear).
