All the high win rate champions right now abuse ghostblade.
If you go on champion.gg, almost every AD champion that's topping the charts atm is rushing ghost blade. Even ADCs and such are buying it first instead of their usual crit items.
I think that's a mark that maybe the item is too good moreso than the champions using it are good. 20 flat armor pen early game is pretty devastating to non-tanks and even early games it can put in work on tanks before they get their stats. It needs to be adjusted I think but howso without destroying the item? Maybe push more of it's stats into AD or CDR and less into armor pen?
