Smite Twice - Question for whoever knows the answer

The smite changes (store two charges) have confused me a little bit. In the Dev Blog on game play Riot stated they wanted "meaningful decisions". Doesn't having two charges lower the level of decision making?

Example. Before: Gank now with added smite power OR save smite for dragon in 40 seconds Now: I can do both!

So I was wondering what the reason for the changes was. Were some of the monster smite bonuses considered too strong, making the other camps never used, is the jungle just too unforgiving at the moment or is there something I haven't thought of?

Its a buff to ganking/dueling junglers. So that if they go to a lane and gank, they dont "waste" time if they dont accomplish anything. At least that's my thoughts on it

Character's such as Evelyn really needed it. Character's like Lee sin? HA. No.

Specific changes need to occur.
