The EXP Problems had by Supports is such an easy fix. Watch.

Well. . . there could be some issues with it that would need balancing. For instance, I would be building it in top lane as first item. 800g that gives me health and vision and allows me to get ahead in levels. . . it sings tank item for sure then. Much later in the game selling it back when level capped to pick up armor or damage items means it's much stronger too.

I like the idea of itemization for supports that only a support would want, but everyone benefits from added vision that the item provides. In fact, I probably should be building this top, quick pushing the lane, warding up then doing that over and over again to help control the enemy jungler.

This would not work. Junglers can build a SS also.

I think you'd have to change it to read something like "when sharing experience with a nearby ally, XP gains are increased by X%." This would prevent junglers and solo laners from abusing the item.
