What determines a champions difficulty/skill rating

In the league game each champion has a skill rating from 1 - 3 bars, on the league website each champion has a difficulty of 1 - 10. How are these ranked and what do they even mean?

A champions skill can be dependent on so many different things its such a loose term. Are they ranked by skill floor? Skill ceiling? How easy a champions kit is? How forgiving a champions kit is? How many skill shots a champion has? Just wondering how these are ranked and how the hell is Garen's difficulty 5 / 10.

The ones that use 1-3 are the modern ones. The ones that use the 1-10 system are the old ones from the old client. Why Riot does not use the same classification between their websites and the new client is beyond me.

IIRC Riot determines skill difficulty generally by how difficult it is to pick up a champ for the first time, their skill floor/ceiling/cap and how difficult it is to master their entire kit.

Taking Garen he went from a 5/10 to 1/3 meaning he's relatively easy to pick up and master. Azir on the other hand is rated 3/3, meaning he's difficult to pick up and master.
