Weird convenient game spazzing for enemies?

Am I the only one who notices this? Teams that are high ranked or have a lot of skins seemly get a convenient time of the game spazzing and lagging and freezing every time I'm out performing one of their teammates and I get lag like crazy till they are 2-3 lvls higher than me. it seems too be too convenient and consistent. My game never does that except those times.

Update: Just faced another team like it and I typed "If my game starts spazzing I'm reporting." and strangely enough after that the game stops spazzing and game goes as normal. weeeiiiirrrrddddd. also only 1 guy talked the whole game on the enemy team. that is also suspecious. my guess is that the player is using an AI computers in pvp
