surrender/quit vote in champ select

-It is well known that the champ select chat lags and that there is often argument over who called first. After having to wait 5 minutes between games multiple times because people cant agree and go two top I am kinda sick of it. -My suggestion is to add something akin to a surrender vote in champ select, if 3 of the 5 players agree that this game will be too trolly/ hostile then they have the option of not playing AND not being penalized. -It doesn't seem like it would be terrible difficult to implement and I believe it would reduce the amount of negative experiences had by players. -I understand that this can penalize people for trying to "break the meta" but in my opinion that is what teambuilder is for. I also think teambuilder could use some reworking to reflect that since that seemed to be the original purpose but that is another discussion.
