My ideas for an Ashe rework.
I think that Ashe's kit is a little too simplistic. While that is, in a way, part of her charm, I have some ideas to add a little depth to her kit without also making her harder to play.
First, instead of charging up a crit, her passive should very slowly increase her AA range while she's out of combat. This charge can only be used on champions, so it would not affect her AA range when attacking minions. When completely charged, this AA would deal extra damage if Frost Shot is not on. If Frost Shot is on, this AA would instead shred the targets armor until the target loses the Frost Shot slow. The armor shred would increase as Frost Shot is leveled, while the damage would scale with Ashe's level. This way, you have the option of using Ashe's passive to poke, or to increase your damage in an extended trade, and have to decide which you want by using or not using Frost Shot. If Ashe is stronger in extended trades then her opponent, she could even put points into Frost Shot early to press that advantage.
Second, Hawkshot's cooldown should be dependent on the distance it travels. Ashe should be able to use it more often to get vision in lane and check for nearby ganks, while still having a long cooldown when used over a long distance to keep her from having a free scrying orb all the time. Hawkshot's range should also increase as you level it. Nobody leveled Hawkshot when that still increased the gold it generated, and then that was made a flat 3 gold instead of 1/2/3/4/5.
Not only do both of these changes make Ashe more interesting to play, they also increase your incentive to level each spell. While nobody is going to max Hawkshot first for the increased range, the increased armor shred on Frost Shot could make it useful to level in some lanes, while a point or two in Hawkshot during the mid-game could help stay safe against pick comps. These changes also all play into her theme of archery and managing distance.
